Building Use Policy & Guidelines

The “Building Use” document contains a policy statement as well as rules/guidelines and procedures relating to the use of the building. The purpose of the policy is to provide guidelines to ensure consistency and fairness in determining who shall be allowed to use the facilties, when, and for what purposes. (Application at bottom!)
1. Management Policy
The facilities (building, grounds, and accessories) and personal property of the church will be managed by the Cabinet and Staff in such a way as to maximize their use and preserve their sound and aesthetic condition.
2. Use Policy
The policy of Hope United Church of Christ is to use its facilities in a manner that provides for worship, Christian education and other needs of its ministry teams and members; and in other ways, to use its facilities to the maximum in a manner that witnesses to the core beliefs of Hope United Church of Christ.
The premises will not be used for any activities or purposes which are not in keeping with the principles of the Church or interest of the community.
3. Smoke Policy
Smoking is prohibited in all parts of the building.
4. Alcoholic Beverage Policy
The use of hard alcoholic beverages is prohibited. Groups seeking to serve beer, wine or champagne at functions must obtain prior written approval from any two of the following church officials: Minister, Congregational President, Building and Grounds Chairperson.
5. Overnight Policy
Only in the most unusual circumstances will this building be used as an overnight shelter, for example, special overnight church gathers/events or emergency situations such as homelessness due to a disaster. All such usage must be approved in advance by the Church Cabinet or Congregation. At least one church member must be present at all times.
6. Policy on User Contributions
a. Members and organizations of this Church will be permitted to use the facilities (other than equipment) during normal open hours of the church without making additional contributions toward the cost of operating and maintaining the facility.
b. Church sponsored groups, denominational and inter-denominational programs that have been accepted as part of the Church’s outreach will not be expected to make contributions.
c. Other groups not included in “a” and “b” above will share in the cost of operating and maintaining the facility by making contributions as outline in the Building Use Schedule.
7. Procedures
a. All requests for use of the facilities must be made to the Church Staff Assistant.If approved, the date will be entered in to the Church calendar.
b. Room and equipment requirements should be disclosed when requesting space.
c. Fee payment checks should be presented to the Church prior to the event.
d. Responsible person(s) will be at the place of meeting at least 15 minutes before the event time and will remain until all others leave.
e. Use of the building is limited to rooms approved in advance.
f. Responsible person(s) must assure that premises are secured, all doors locked and lights turned off at the end of the event.
g. Evidence of security violation (doors left open, unlocked, unmanned) may result in a fine and denial of future requests.
h. Responsible person(s) will promptly remove any equipment or material(s) brought into the building.
